The University Grants Commission (UGC) and the Ministry of Human Resoruce Development have released the notification for the Ishan Uday Special Scholarship Scheme for North Eastern Region.
Under this Scheme, 10,000 fresh scholarships are given every year for general degree courses, and technical and professional courses, including medical and paramedical courses as certified by the Registrar/ Principal/ Director of University/ College/ Institute.
Objective of the Ishan Uday Special Scholarship for the NE region
The main objective of this Scholarship Scheme is to provide equal opportunities for higher studies and increase the Gross Enrolment Ratio (GER) in the NE region. Also to encourage students to focus more on professional education and optimum utilization of NER Budgetary allocation.

Eligibility for the Ishan Uday Scholarship
- Students with the domicile of NER who have passed Class XII or equivalent exam from a school situated within NER through any recognized Board of Education, including CBSE, ICSE, NIOS within NER only, and have secured admission in general degree course, technical and professional courses including medical and paramedical courses (Integrated courses included) in Universities /Colleges /Institutions.
- Only first-year Undergraduate students are eligible to apply for the scholarship.
- For integrated degree courses the scholarship will be tenable for the complete duration of the course. For dual degree courses, the scholarship shall be tenable for the first degree only. The university shall clarify it while recommending a candidate for a scholarship.
- For availing of scholarships under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.
- Transgender candidates are eligible to apply under the scheme. The reservation shall be followed as per Government of India norms.
Benefits of the Ishan Uday Scholarship
- The selected candidates will receive Rs.5400/- per month for the general degree course and Rs.7800/- per month for technical /medical /professional /paramedical courses for an academic year.
- The scholarship will be renewed for the next year of study on receipt of an annual progress report to be granted by the administrative head of the University/ Institution/ College.
- The selected candidate will receive the scholarship amount for the complete duration of the course, given that the renewal is successfully done for each academic year.

The application portal for the Scholarship is live now and interested candidates can visit the official website of the National Scholarship Portal (NSP) and apply for the Scholarship.

Guidelines for renewal for the Ishan Uday Scholarship
- Scholarship granted under the scheme will be kept renewed during the period of the first-degree course, subject to good conduct and maintenance of prescribed attendance.
- The scholarship will be renewed for the next year of study on receipt of an annual progress report to be granted by the administrative head of the University/ Institution/ College.
- Students failing to get promoted to the next class/ level would forfeit the scholarship.
- Change in the course of study will not be permitted. If the awardee changes the course of study, the scholarship will stand forfeited from the date of such a change.
- The scheme will be implemented and monitored by the UGC.
- The awardees of previous years will continue to follow the UGC pattern of assistance through the designated bank branches of Canara Bank
Documents required for Ishan Uday Scholarship
The following documents need to be uploaded at the time of applying under the scheme on the National Scholarship Portal (NSP).
- Domicile certificate to be issued by the competent authority.
- Proof of annual income is to be issued by the competent authority.
- For renewals, the annual progress report and continuation of studies will be required to be uploaded /verified by the concerned University/ Institution/ College.
Selection criteria for Ishan Uday Scholarship
- Candidates will be selected on the basis of merit as per the number of slots available in that particular state of NER.
- The distribution of slots amongst the states of NER will be done on the basis of the population census(last).
- If slots in a particular state remain vacant due to the non-availability of eligible candidates, the unfilled slots will be distributed equitably amongst other states.
- Reservation for Persons with Disability (PwD) will be made as per Government of India norms.
