The University Grants Commission (UGC) released a notification on 1st March 2023 inviting applications from eligible Higher Educational Institutions (HEIs) for recognition to offer programs under Open and Distance Learning (ODL) mode and/or Online mode for the academic year 2023-24.

Requirements
- The Higher Educational Institutions (HEIs) must satisfy regulation 3(A) and regulation 3(B)(b) of UGC Open and Distance Learning programs and online programs 2020 and its amendments for recognition of the program under Open and Distance Learning (ODL) mode and/or Online mode for the academic year 2023-24.
- The institutions will have to submit the duly certified hard copy of the application along with the original affidavit and annexure should reach by April 15, 2023, at the UGC address.
The eligible colleges and universities which have been already recognized by the commission to offer ODL, online programs can apply for recognition of additional programs. The HEIs will be able to check the application fee and updates on the official website.
The notice also informs that HEIs may please note that the mere submission of an application should not be considered a grant of approval and that all applications shall be subject to scrutiny with respect to the standards stipulated in the UGC (Open and Distance Learning Programmes) Regulations, 2020, and its amendments.
The University Grants Commission further informed that the application submission window remains open throughout the year on the official website –
- Higher Educational Institutions (HEIs) are entitled to offer online programs without prior approval of UGC as per regulations.
- Category-1 HEIs are notified by UGC as per UGC regulations and its amendments for offering programs under ODL mode.
