Amidst reforming the primary and secondary education in Assam, the State Government came up with a firm decision to scrutinize invalid D.El.Ed. and B.Ed. certificates from another region of the country. The Department of School Education (DSE) sent a letter to the Directors of Elementary and Secondary Education regarding this step which was issued by the Chief Minister of Assam.
The students who have cleared B.Ed. from their home state, Assam, often face difficulties during the evaluation process. This issue was already pointed out by the CM of Assam earlier. Now the issue has even become too sensitive as lots of candidates are even getting their fake degrees and are working as full-time teachers in government institutes. The selection procedure for the teachers in primary and secondary schools in the state is about to be modified and there is a lot of buzz around the B.Ed degree and its validity. The government is taking extra precaution regarding this subject and wants to address all the issues which affect the quality of primary and secondary education.

B.Ed. Certificates to be re-checked: What is the whole issue about?
As per the latest notice, the state government is trying to re-scrutinize the B.Ed. certificates of various teachers, who are doing full-time teaching in various schools of Assam. But this step, which came suddenly, was actually the consequence of the complaint submitted by a whistle-blower. The complaint focused on the problem of illegal B.Ed. certificates being issued by West Bengal Universities. This has raised concerns about numerous teachers in the state of Assam holding degrees from these universities. As a result, authorities have decided to investigate the matter.
“In inviting a reference to the letter on the subject cited above, I am directed to enclose herewith a representation as received from the office of the CM, Assam regarding the investigation and crack down on the illegal D.El.Ed./ B.Ed. certificates from West Bengal Universities, as there are many teachers in the state of Assam whose D.El.Ed./ B.Ed. degrees are awarded by these Universities. As desired by Hon’ble CM, Assam, you are instructed to check all D.El.Ed. and B.Ed. certificates thoroughly under your jurisdiction and intimate this Department as early as possible” the official letter issued by DSE said.
The buzz regarding the unfair selection process was already noticed earlier when it was observed that some students had high marks in their B.Ed and D.El.Ed (Diploma in Elementary Education) qualifications, which they had obtained from Open Universities or private institutions. Many also secured very higher marks, especially those who cleared the examination (B.Ed./ D.El.Ed.) from outside the state. Few students also got higher CGPA in their graduation especially those who cleared their graduation from the private universities. This led to questions regarding the fairness of the earlier recruitment process.
What are the solutions for stopping fake B.Ed. Certificates?
On an event at the Royal Global School, Guwahati, in the function of Residential Induction Training for the new Principals and Teachers of Adarsha Vidyalayas on July 20th, 2023, Ranoj Pegu addressed the young educators and encouraged them to embrace a change. He emphasized that this step was crucial, especially with the introduction of the National Education Policy (NEP) in the country.
The change includes the B.Ed. holders would be required to pass an additional recruitment test along with the Teacher Eligibility Test (TET) examination. The new method of the recruitment process will eliminate the biases. The sole marks obtained in the new recruitment examination will be considered for the final selection. This new recruitment method can be helpful to tackle the issue of fake degrees effectively.
This innovative approach aims to eliminate the problems posed by fraudulent certificates, ensuring that only genuine and qualified candidates are considered for job opportunities. By implementing stringent verification procedures and cross-checking academic credentials with official records, the new recruitment process will instil trust and confidence in the selection process. It will greatly reduce the chances of individuals with fake B.Ed. certificates from West Bengal or other regions securing teaching positions in Assam.
