An employment exchange is a government office providing job-seeking youth with assistance. This comes under the Labour and Employment Department. An employment exchange card has information about the job-seeking candidate. It acts as a type of identification indicating that a person is unemployed and looking for a job based on their qualification and experience.
Till September 27, 2021, the entire process of employment exchange registration was done in offline mode but later the Department of Skill, Employment, and Entrepreneurship, under the Government of Assam digitized the entire process of Employment Exchange Card. This article covers all the required information in order to register oneself in the employment exchange. Follow this article for all the relevant information.

Requirements for Aadhaar-Based Registration
- All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam.
- The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
- Applicants who are already employed and seeking better employment have to be registered only after the production of a “No Objection Certificate” issued by the employer.
- Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card, failing which will lead to cancellation of registration and subsequent removal from the Live Register maintained in the Employment Exchange.
Requirements for Non-Aadhaar-Based Registration
- All citizens of India above the age of 14 years who are permanent residents of Assam, (as per Office memorandum no. E/P-344/41472 Dtd 05-07-1971) are eligible to Register their names in the Employment Exchanges of the State of Assam.
- The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
- Applicants who are already employed and seeking better employment have to be registered only after the production of a “No Objection Certificate” issued by the employer.
- Once a candidate has registered online and completed the requisite information in the form, he/she will be issued an acknowledgment receipt informing about the stipulated date and time for physical verification of all original documents. The candidate is required to visit the concerned Employment Exchange in person for verification of all original documents on the stipulated date and time.
- Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card, failing which will lead to cancellation of registration and subsequent removal from the Live Register maintained in the Employment Exchange.

Documents Required for Aadhaar-Based Registration
- Age Proof: Birth Certificate/ HSLC Admit card/ School Certificate (Any one of these three documents)
- Educational Qualification Certificate:- Pass Certificate and Mark Sheet.
- Caste Certificate in cases of SC/ ST/ OBC/ MOBC/ EWS applicants, NCL for OBC is mandatory
- For proof of residency, applicants shall submit Aadhaar Card with a permanent address within the state of Assam and they will be allowed to Register Online without visiting the Employment Exchange Office also, they shall submit Driving License (either self or parents), a Copy of their Chitha/Jamabandi (either self or parents), Copy of Passport (either self or parents), Certified Copy of Electoral Roll/EPIC (either self or parents)
- In the case of a P.W.D (Persons With Disability) candidate a disability certificate issued by the competent authority shall be submitted
- Additional Qualification Certificate (if any)
- Experience Certificate (If any)
- Aadhaar Card (non-mandatory)

Steps to apply for Aadhaar-Based Registration

- Now go to the register option and fill in all the relevant information regarding name, address, contact number, and mail id. Kindly note that a valid mail id shall be provided as the applicant will receive their Employment Exchange Card via their mail.
- Next choose Apply with Aadhaar Option
- Log in again with the registered log id and OTP or password, fill in the relevant details, and submit.
- Kindly note to scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.
- Once done, you’ll receive your Employment Exchange Card in your provided mail id.
Steps to Apply for Non-Aadhaar-Based Registration
In this process, the applicant shall physically be in the Employment Exchange Office to verify their documents. The initial steps for getting Employment Exchange Card is as follows:
- The applicants shall go to the official website for online registration. To go to the official website, click here.
- Now go to the register option and fill in all the relevant information regarding name, address, contact number, and mail id. Kindly note that a valid mail id shall be provided as the applicant will receive their Employment Exchange Card via their mail.
- Now choose to apply without Aadhaar Option.
- Log in again with the registered log id and OTP or password, fill in the relevant details, and submit.
- Kindly note to scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.
- Select the date and time for verification of the documents
- Then visit the employment exchange office for document verification and for any inconvenience follow the assisted steps of the officials.
- Once done, you’ll receive your Employment Exchange Card
